少数族裔企业(MBE)

商业企业, 包括独资企业, partnership or corporation that is: (a) at least fifty-one percent owned by one or more minority group members; (b) an enterprise in which such minority ownership is real, substantial and continuing; (c) an enterprise in which such minority ownership has and exercises the authority to control independently the day-to-day business decisions of the enterprise; and (d) an enterprise authorized to do business in New York State and independently owned and operated.

少数族裔成员

A United States citizen or permanent resident alien who is and can demonstrate membership in one of the following groups: (a) Black persons having origins in any of the Black African racial groups; (b) Hispanic persons of Mexican, 波多黎各, 多米尼加, 古巴, 源自印第安人或西班牙人的中美洲或南美洲人, regardless of race; (c) Native American or Alaskan native persons having origins in any of the original peoples of North America; (d) Asian and Pacific Islander persons having origins in any of the Far East countries, 东南亚, 印度次大陆或太平洋岛屿.

Require prime vendors to submit utilization plans and EEO policies for achieving MWBE goals; and

1988年，纽约州行政法进行了修订，增加了 15条 “少数民族成员和妇女对国家合同的参与”. 第15-A条授权设立少数民族和妇女商业发展办公室(现为司)，根据国家合同促进少数民族和妇女的就业和商业机会. DMWBD的一项主要职能是审核企业提交的申请，并确定它们的MWBE状态(有关申请流程的讨论见下文)。. 所有州机构都必须为经认证的少数民族和妇女制定就业和商业参与目标.

DMWBD维护一个可搜索的列表 认证MWBEs. 搜索可以是特定供应商、特定产品或市场区域. 为了使大学和主承包商获得MWBE信用, MWBE业务必须由DMWBD认证为MWBE.
